How do I retrieve a contributor's publish URL?

A user can retrieve her own publish URL by viewing the Edit Profile screen on her site e.g. http://www.dailyrepublic.com/wp-admin/profile.php

An admin can do this on behalf of a user by viewing the Edit User screen of a Users menu.
