How do I setup a commentary page?

Sites that use native WordPress comments have the option of setting up a Commentary page that shows a stream of recent comments. Example: https://www.dailyrepublic.com/commentary/

To setup a commentary page, create a page (slug: commentary) and set the page template to "Commentary" (tpl-commentary.php).
